1. Introduction, apologies and substitutions
The Chair welcomed everyone to the Committee. There were no apologies.
2. New petitions
2.1P-04-475 Wanted - Buses for Meirionnydd
The Committee considered the petition for the first time and agreed to write to the Minister for Economy, Science and Transport seeking her views on the petition.
Joyce Watson offered to meet with the petitioners, in the context of a forthcoming visit to Meirionnyd in her Region, and feedback to the Committee.
2.2P-04-476 Restructuring in National Museum Wales
The Committee considered the petition for the first time and agreed to write to;
· the Minister for Culture and Sport; and
· the National Museum Wales seeking their views on the petition
2.3P-04-477 Support for the Control of Dogs (Wales) Bill
The Committee considered the petition for the first time and agreed to write to the Minister for Natural Resources and Food seeking his views on the petition.
The Chair informed the Committee that he has attended meetings on the subject of the petition, organised by Julie Morgan AM and the petitioner.
3. Updates to previous petitions
3.1P-03-150 National Cancer Standards
The Committee considered correspondence on the petition and agreed to share the petitioner’s information with the Minister for Health and Social Services, highlighting the areas for improvement identified, and asking how he intends to take these forward.
3.2P-04-396 Emergency Life Support Skills (ELS) for Wales Schoolchildren
The Committee considered correspondence on the petition and agreed to write to the Minister for Education and Skills asking if any consideration has been given to making ELS skills training a core component of the Welsh Baccalaureate.
3.3P-04-424 Retain services at Neath Port Talbot Hospital
The Committee considered correspondence on the petition and agreed to await the launch of the consultation into healthcare services in South Wales, and revisit the petition in light of the proposals for Neath Port Talbot.
3.4P-04-450 Barry & Vale needs a fully functioning hospital
The Committee considered correspondence on the petition and agreed to seek the petitioner’s views on the correspondence from Cardiff and Vale University Health Board.
3.5P-04-361 Free bus passes for students under 25, and in full-time education
3.6P-04-371 Reduced fares on public transport for all children up to the age of eighteen
3.7P-04-382 Student fares on public transport
The Committee considered the petitions and agreed to close them in light of the previous work undertaken on the petitions, and as no response has been received from the petitioner.
3.8P-04-393 Llanymynech and Pant Bypass Action Group
The Committee considered correspondence on the petition and agreed to;
· write to the Minister for Economy, Science and Transport asking for more information on how the Welsh Government intends to ‘reconsider our options along the Welsh trunk road length’ and sharing the correspondence from Powys Council; and
· request a research briefing on agreements between the UK and Welsh Governments to facilitate cross-border working.
3.9P-04-409 Welsh names for new trunk roads in Wales
The Committee considered correspondence on the petition and agreed to close the petition in light of the response from the Welsh Government, stating that it is not possible to re-name trunk roads.
3.10 P-04-416 North-South Rail Services
The Committee considered correspondence on the petition and agreed to write to the Minister for Economy, Science and Transport asking that the Committee is kept updated with progress on this issue.
3.11 P-04-438 Shopping Access
The Committee considered the petition and agreed to;
· write to St Davids Dewi Sant asking for an update on their signage strategy as it relates to the Changing Places toilets;
· write to Cardiff Council highlighting concerns about obstructions on public footpaths, parking and road crossings; and
· seek a legal briefing on the petition, in terms of Assembly competence.
3.12 P-04-343 Prevent the destruction of amenities on common land - Anglesey
The Committee considered correspondence on the petition and agreed to write to Anglesey Council seeking their views on the petition, asking why no action has been brought forward and if they feel there is sufficient protection for common land.
3.13 P-04-465 Save Welsh Milk, its infrastructure & its jobs
The Committee considered correspondence on the petition and agreed to seek the petitioner’s views on the Ministerial correspondence.
3.14 P-04-427 A new Welsh language law for Wales
The Committee considered correspondence on the petition and agreed to close the petition in light of the responses from the Minister and Welsh Language Commissioner which indicate no new legislation is forthcoming.
3.15 P-04-432 Stop the Army Recruiting in Schools
The Committee considered the consultation responses on the petition and agreed to take oral evidence.
3.16 P-04-467 January exams
The Committee considered correspondence on the petition and agreed to;
· share the Minister’s statement with the petitioners; and
· write to the Minister for Education and Skills asking that the Committee is informed when a decision is made on January assessments.
4. Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:
